Model of the Pomeranian Quality Award in the light of the results of stakeholder opinion surveys

ABSTRACT
Purpose: Presentation of the original model used for the assessment/self-assessment of organizations in the regional contest for the Pomeranian Quality Award based on the assessment of previous experience and research on the opinions and needs of the main stakeholders of this initiative. The basic assumption in developing this model is to adapt it to contemporary trends in organizational excellence and to popularize its use as an objective basis for evaluating the effectiveness and efficiency of private and public organizations.
Design/methodology/approach: Based on an integrative literature review, the purpose of the study was determined. To achieve this goal, empirical research was carried out using a case study of competitions for the Pomeranian Quality Award. In this context, qualitative research methods were used, such as structured interviews, analysis of source materials and participative observations.
Findings/conclusions: Participants positively assessed the process of organizing the competition. However, they noticed problems related to the use of the self-assessment sheet. These included: too much work required by the competition participants in completing the form and misunderstanding of the statements and concepts contained therein. These comments were also confirmed by the competition organizers. Due to the update of the EFQM Model, on whose assumptions and principles the competition criteria used so far were based, it was decided to update the Pomeranian Quality Award Model. For this purpose, the EFQM Model in the 2020 version, the current version of the CAF model and conclusions from the qualitative research conducted by the authors were used. A new version of the self-assessment questionnaire was developed and the grading scale and scoring used to determine the results in competitions were adjusted.
Research limitations: The study refers to the results of research on one purposefully selected competition initiative in Poland. The assessment of the status of the issue under consideration is limited by the small number of scientific publications on regional competitions based on models of organizational excellence.
Practical implications: The assessment model developed in 2023 as part of the Pomeranian Quality Award can be used as the basis for the development of the organization’s management system. The self assessment survey is an improvement tool covering many areas of the organization’s activities. Participation in the competition itself is a confirmation of the organization’s high level of pro-quality awareness and may facilitate the exchange of good practices at the regional, national and international levels.
Originality/value: An original assessment/self-assessment model was proposed that could be used in the contest for the Pomeranian Quality Award. This model may find potential application in other contests for awards for organizations applying the principles of organizational excellence, both in Poland and abroad. It is worth paying attention to the need to disseminate the holistic idea of organizational excellence at the regional level, which will support the growing awareness of the concept of sustainable development. This issue practically does not appear as a subject of research in world literature.
